Color changing feather duster

Are feather dusters supposed to change colors non stop even with the light off?

White on left green tint on right

Green tint on left white on right

The green tint just keeps going round and round.

Its just the worm spining around.

I don't think it's the worm because everything else stays in place except the green tint
