I am interested in a controller for the sole purpose of automating water changes and RO top off.

Is a controller from Neptune, Hydros or GHL overkill?

I would not think it would be overkill. With Hydros they make some smaller controllers you could use. It would depend on which pumps you use and what ports you will need to control them. You will need some sense ports also for the water level sensor depending on how many you will need for your application. When I got my first Hydros controller it went in my garage to help control my mixing station. My ATO and AWC pumps are also out there so the first things I transferred to my Hydros was ATO and AWC. It was several months before I added controllers at the tank. I did have an Archon already so I was sending the AWC control signal from it in place of a water level sensor. I also sent a signal it was ok to run AWC depending on what was happening at the tank. The leak detectors for Hydros also use the sense ports along with the temp sensor. If you are going to need AC outlet controls then you will need a XP8 or Launch since you do not want to rely on a wifi power strip to control AWC or ATO pumps. The Hydros controllers can be connected together to form a collective which acts like a larger controller with the sum of all the inputs and outputs of it's member controller.
