You don’t need to glue the blocks if you’re screwing them in. If you want to, you can glue them in the top and bottom. Put the glue where the blocks are going rather than on the blocks themselves to minimize the mess the glue is going to make haha.
The glue is more important for when you install the plywood on either side of the joist
