cycling a tank

So I was wondering if someone can help answer my question the question is I have a preexisting aquarium with a filter that has media in it it's an emperor 400 would I be able to fill my 75 and put that filter on it and add fish since it is full of good bacteria until I build my canister filter

You still will go through a normal cycle process if that is the only source of bacteria used or introduced.
Can you add fish? IMO no as this will put unnecessary stress on the fish.

I was planning on using the gravel fake plants and decorations in the new tank as well but I read on another forum that people transfer everything and it's almost an instant cycle

I would say yes that should cycle your tank pretty much right away. You can follow your ammonia cycle just to be sure.
