I wouldn’t recommend trimming with bone cutters because it could crush instead of cut and then you’re in a situation.

Diamond blade dremel would
Be safer but honestly I’d probably leave it as long as it opens fine.

Band looks good I don’t see signs of recession but this is an oddball skeleton lol

I would put it somewhere around the circled area. Just make sure there is a few inches from other corals, it's hard to tell that from the photo.
