Looks like Cyano.
Diatoms are the green film on the glass, rocks and everything.
Dino's are snot looking, usually bright green with bubbles at the tip of the snot filament

I had the same looking stuff in my tank, literally just a few weeks ago. I bought a small microscope as recommended, and mine was a mixture of dino, cyano, and a few diatoms. There are many typed of dino, all that have to be treated differently, and you need a ID under a scope to get one. Dino often live in Cyano even.
