Dinos help!

My re-start reef is about 4 months old and already have dinos.
My phosphate is at 0.08 and my nitrate at 0.0 which explains it, i am feeding very heavily which has caused a hair algea bloom but nitrate wont go up, just dose neo nitro? turn off skimmer? Thanks guys

What are you using for test kits? Do you have a pic of that tank you could post?
