Trying to get my regal to eat, haven't done prazi yet in qt. Setting up freshwater dip at the moment. There's a small gray white colored discoloration , like dead skin? Near his gills. Is this cause flukes?

The wrasse seems patchy. Maybe he's just like that relaxed state, not sure. But his color is not even. I have another wrasse in another tank with similar uneven tone and has the regals white dead skin patch thing too.

Is it bacteria? I have a UV running fwiw

I apologize for the mis assessment as we have a medic team and some tend to make the call without us.
The angel in particular is showing signs of flukes or velvet by the eyes and the rash you see is due to scratching also shown on the wrasse which is not great news.
Some signs you will likely see or are seeing are rapid breathing rate, cloudy eyes starting, itching, darting across the tank, and change in appetite as well as swimming in path of flow.
Fish best quarantined and treated with Coppersafe or Copper Power at therapeutic level 2.0-2.25 For a FULL 30 days (do not interrupt this 30 day period) monitored by a reliable Copper Test kit such as Hanna Brand- No API brand. Also monitor Ammonia levels while in quarantine with a reliable test kit and add aeration during treatment using an air stone. After treatment, follow with PraziPro applying initial dosage known as an interval for 8 days, do a water change and do one more 8 day dose interval
The display tank will have to be kept fishless (FALLOW) for 6-8 weeks to assure the existing parasites go through their life cycle without a host fish and die off

It does look like it could have flukes or protozoans. However, I take it this is a brew angel that hasn’t eaten for you yet? That means there is some other underlying issue. As you may know, this is a delicate species and large ones have nearly a 100% mortality from some regions - due to either handling issues or collection with cyanide.

Only one type of fluke will show up in a dip that can be seen with the naked eye, all the others require a microscope to see. Dips will give some temporary relief though, so if you see that, you can infer it has flukes.
