DIY LED Growlight for Vegetable Starter Plants

I am hoping to get starter plants growing for the spring, I really want to build a LED fixture for this purpose. Does anyone know what mix of LED colors is best for plant growth? Should I use RapidLED.com or is there a better supplier for DIY LED kits?

Looks like some of the LED fuge lights being sold for our hobby has a ratio of 5 red (660nm) to 1 blue (450nm). Is this generally good for plants or is there a better ratio?
