i have a 1.75ft cublical tank with anemone and clownfish. can i make a diy peltier chiller . I saw aluminum water blocks used in peltier module is this safe to use in marine tank. i may sound stupid i just want to know if this is ok

it costed around 50 dollars USD to make a custom block bro
 
Glass is a fair conductor of heat, might be simpler and more efficient to mount the cold side of the Peltier element directly to the tank. I like the idea of a solid state cooler but if evaporation is not an issue (if you have an ATO), I suspect a fan will do more cooling with less energy input.

You could build a heat exchanger.
With this in an isolated tank and run silicone tubing through the cooler water? Slowly might do the trick
