Do Surge Protectors, Shield GFCI’s?

I was away from my Aquarium, and we had a serious power problem. A fault on the insulation on the under ground power cable caused my voltage to fluctuate all over the place. Not a Single Receptacle GFCI Tripped. Back in January I replaced most of my Surge Type Power Strips. I know they offer downstream protection, do they protect upstream too?

That I know, I’ve had them trip when the Power has been wonky. This is probably from some feed back. Wondering if Surge Protection Power Strips can arrest this feed back. Lowe’s had a Sale on their power strips, and I replaced all the old ones, as I know they can loose their ability over time.
