I ended up putting a reverse durso on the outlet to the sump and upped the pipe size before the 1 inch bulkhead to 1.25 and it's running much better now. If I switch to a herbie in the future I'm thinking I will use the 3/4 return as an emergency drain and run the return split over the back. But for right now I got it going fairly effectively.
