Dying Dinos or Something Else?

Good afternoon all, as some of you may know I was battling cyano not too long ago. I really think the diamond goby helped turn the tide, the sand is clean enough now he'll swim up the rocks and feed with the rest of the tank. He's grown almost 2" since I got him. Anyway, cyano has been demolished, GHA hasn't come back like it was when I first got it, what little is there is a greyish white and appears to be dead or dying off so it's easy to scrub/rip off, and dinos are fading.

The dinos I've had have all been a reddish-brown and stringy. I've noticed something as everything else has faded, this whitish dino-like mat on parts of the rock. It blows off easily like dinos, and seems to anchor itself with a thin layer of water between itself and the rock. I've been waiting to see coralline, so I'm trying to keep the rocks as brushed off as possible. There has been some encrusting greenish growth lately which I thought might be the beginnings of coralline, but I expected it on the glass or powerheads, somewhere cleaner. Or plastic. But the only place I've seen it is the rocks. Only place this white stuff wants to be too. I syphon it out, but it just comes back. Is this just leftover detritus forming these mats, or could it be something else? Is there anything besides syphoning I could be doing to help whatever it is?

I tested a couple hours after feeding, I’ll test again in the morning before food time, see if there’s a surplus of nitrates or phosphates in the defrosted water. There shouldn’t be but who knows.
