Fish lay down like that when stressed or salinity is super low, mix up a bucket of fresh water and put them in the bucket...see if they perk up. Stray voltage you would have felt it (most likely) when you stuck your hands in the tank. Big water change and some carbon is in order. It is possible some unknown hitchhiker died in the rocks unseen.

A picture would be good. Doubtful stray voltage. If it's on its side 90 percent a goner.....sorry

Hard telling what water quality you are buying. A lot of fish stores mix up saltwater and store it in large containers for several days without any type of filtration. Pure fresh/saltwater will pick up contaminants and without any type of filtration, you could be buying heavy-ammonia-present water. Definitely test the store's saltwater you are buying for ammonia/nitrite. And invest in an RO/DI unit to begin making your own fresh saltwater. Like today.
