That's 100% exactly what that is. It's perfectly normal, has nothing to do with disease or parasites, and it depends on your angle of view and the lighting. You can see it in some fish better than others like in leaf fish and some other scorps. Fish like that sit very still so its easier to observe for a longer amount of time and doesn't give that illusion of blinking.

not sure , but this morning that clown has a yellowish tinted stringy poop artatched to him. Just tried feeding a few pellets and neither went for it.

White stringy poop would be indicative of intestinal worms, which Prazipro should take care of.
