Couldn't find this elsewhere. can someone please explain how you get the excellence ribbon? I believe a certain user here deserves it. :)

Hi! You can either pm one of us, or hit the report button under the post by the user you want to nominate, and when you are prompted for why you are reporting, just say "I nominate [username] for the excellence award." If you want, you can tell us why you think they deserve it. :-)

Once nominated, does it then go into a vote by the reef squad? Does Rev have the final consideration? I'm just curious since I tried to nominate someone earlier.

All excellence nominations go to the mod team. We have a detailed conversation about it to reach a consensus. Generally those conversations result in either a consensus of "yes" or "let's wait a little longer." :-) Rev certainly participates in those conversations as well.
