That's how marine ich (Cryptocaryon) often looks like on gobies. The spots on the fins are a way to ID this from "mucus plugs" that they sometimes show.

I think you'll need to treat this fish, and any others that it's been in with, for ich. That usually requires a treatment tank with no invertebrates present. Coppersafe or hyposalinity are my "go to" treatments for this. Let me know if you would like instructions as how to perform either of those treatments.

Thanks for the ID! I’ve got a qt tank set up and it’s warming up right now. Would I be able to have some instructions on how to treat the fish? I’ve got a flasher wrasse and I’ve heard they are sensitive to medication, would there be any different precautions with him? Thanks for the help.

Coppersafe is fine for those species. You would dose it at 2.25 ppm for 30 days. You'll need a copper test like the Hanna HR meter.
