If you're not that experienced? A fire fish or green banded goby. If you're experienced? Blue striped pipefish. If you have money and experience? A flaming prawn.

Also, you really need experience for the pipefish, and I lost mine to not small enough mesh covering, found it dead in the morning out of the tank....

Catalina gobies are cold water fish.
Trimma gobies, Eviota gobies, nocturnal goby, cleaner gobies, flaming prawn goby, white cap goby, most other small gobies and blennies will work. Possum wrasse, pink streak wrasse, assessors, and small liopropoma or lipogramma basslets will also work.
They do make some small affordable chillers that are a PC processor heat sink with a Freon tube through it that chills the water for around 75 dollars designed for 20 gallon tanks and smaller on ebay

Royal grammas are truly stunning, yes, unfortunate that they get a bit bigger than 3 inches... If you want something colorful (and too unappreciated nowadays, in my opinion...) and reef safe, I would suggest a possum wrasse (white lines are the most colorful). Hardly reaching 2 inches, and a peculiar look, they're pretty cool fish.

Im loving my black cap I got. The black compliments the dark purple really nicely.
