Looks a little more like a tank, but getting a diatom outbreak I think.

Those are diatoms on the sand for sure, but will go away. They are probably feeding off the excess nutrients the dying algae is releasing or not
Taking in. since your doing good sized water changes maby silicates from your water source. What have your phosphates and nitrates been at?
