Panasonic FV-04VE1 is an erv, which balances air, but won't do anything for your humidity, in that it will basically try to balance what you have in the house. It's main use is fresh air. I have one in the basement, and it's great, but doesn't do much for the humidity in the summer where I live.
If you are just pulling air out from the house with a fan, then you are getting air through the cracks in the house's envelope. So if the air outside is dry that's good, but if you live in a humid area then you're not helping yourself.
The only real way to dry air is with the dehumidifier, but that raises the temperature and takes a lot of energy. If your room in the house is always more humid than the outside, get a bath fan. I'd recommend Panasonic as the nicer ones are dead silent.
If you live in a dry area (Arizona etc...) you can get away with it bath fan. But if you live in the northwest etc... a fan won't probably help as you'll be drawing in moist air.
