Flame Angel concerns

I have a flame Angel that has restless behavior. I’ve freshwater dipped him, quarantined him, treated him with Kanaplex and Metroplex, used Polyplabs MEDIC. He pokes and always swims into the flow of my power heads and outlfow
Of my canister filter. I’ve done all I can and am starting to think it’s a neurological issue. Please help..
