I’m working on plumbing a lowboy frag tank into my reefer 450 and my question is do I have to have the return pump to the frag tank in the return pump section next to the main return pump or can I put in the sump?

You can put it anywhere in the sump you want.

Just remember you're probably going to have the level in the return chamber change a little when you turn the pump for the frag tank on. Make some extra water and turn off your ato until you get the water level sorted out.
