Upgraded from a 30 gallon to 75 gallon, and my Duncan is thriving but for a 3 weeks now my frogspawn has yet to open up completely. Any thoughts?

Does it seem to be getting the same amount of flow and light as in the other tank?
Light definitely, flow, I can’t say for certain. Do they like higher flow or lower flow? I wanna see if moving him could help.

They tend to like gentle indirect flow. It should be gently moving in the flow. If it’s been three weeks, you may want to move it into a different area with similar lighting, but different flow and see how it reacts. When you move it, give it a few weeks to adjust and evaluate.
