No idea, I've never seen it before. Maybe @Vinny@GHLUSA can shed some light.
I do like the IOD High Precision Mode Added note. I take it as they are getting closer to a release.

It's not an issue.
The Enable Controls confirmation message (reset of settings may occure after certain firmware update) only appeared on the GHL control center before. it now also appears on GHL Connect and myGHL.

The web interface is updated regularly but not every time the myGHL version is updated.
Also it is possible that it is already up to date but that the wifi-module-esp-update file (https://www.aquariumcomputer.com/downloads/wifi-module-esp-update/) does not include it yet.
I personally also only have version 3.11.3.
I think once the IOND beta test is over this will follow.
