Hi recently got my hr Hanna , many times I shake vigorously , it turns pinkish red before I insert it in on C2 , but many times and always , it does not turn pinkish and always tests very low like .3 , .5 . I thought that Hanna HR nitrate couldn’t read low ?

It can, but the error range is 2ppm (±2.0 ppm ±5% of reading @ 25 °C (77 °F)). Therefore you would have somewhere between 0 and 2.5ppm nitrate

Can't help with the color as mine is pretty much the same each time but maybe it changes with the amount of nitrate in the water? I usually only test my tank that has really low nitrates. My last test read 0.9 nitrates. I compared it to a salifert and it was close enough for me. Salifert read a trace and the first color change is 1 so I'm confident in the hanna tester.
