Thanks for all the advice guys. I'm weighing my options here and in the mean time I'll double check with some of my other low quality testers (api, expired hagen)

You are using the ulr reader correct, that one is for ultra low levels of phosphates so it wouldn't be out of the question for it to max out. I know people running nice reefs that always run 1ppm and over. Get a salifert or red sea test and you,'ll likely get an accurate reading.
