Is it hard or soft?
It looks to me like it was a SPS that was growing on the snail shell and died leaving behind its calcareous skeleton.
 
I just bought onother one ;) owner of the shop told me that it is a nossarius with hard algae
 
Looks like a cerith. Nars have proboscis. Not sure on growth.
