Help identifying algae in my tank

Hi. I have a all-in-one innovative marine 30 gallon tank. I've had it for about 3 years. Recently, I've had a large algae outbreak. My phosphates are much too high (about 0.2 ppm) and my nitrates are about 1 ppm. I think it's green cyano, but I want to make sure. It grows on my sand, rock, and glass. When I scrub it, it comes off in sheets of the glass and easily rubs off the rock. Can anyone help me identify it? Here are some pictures of it. Also, do you know of any relatively quick fixes/hacks to remove the algae other than water changes to lower the nutrients? My tank was fine until about a month ago, so I don't really have much experience with this algae problem. Thanks!
