Help me with my light programming

Can someone here please help me out with a code?

I need a code that would turn my T5 outlet:

ON 08:00-11:59
OFF 12:00-17:59
ON 18:00-21:59
OFF 22:00-07:59

I tried doing this before (right when I got the Apex) with my moonlight so it came on in the morning, went off, then back on, but it never actually worked so I gave up on the idea and just let the two lights run all day long. I can't do that now because I've just added 4-54watt T5's and all together, my lights draw too much power.

Another big thing I'm trying to accomplish with this is preserving the life of the bulb. Let me know if you have this kind of program working! I would really appreciate your code.

How about,
Fallback off
Set off
If Time 08:00 to 11:59 then on
If Time 18:00 to 21:59 then on

Shouldn't that work?

I'm almost certain that is what I had before but I'll try it again. Maybe I had code wrong! Will let you know in a few minutes lol

Moonlight

If Time 06:00 to 23:30 Then ON
If Temp > 80.0 Then OFF
Min Time 030:00 Then OFF

T5 (was just testing)

If Time 23:31 to 23:32 Then ON
If Time 23:26 to 23:28 Then ON
If Temp > 80.0 Then OFF
Min Time 030:00 Then OFF

Wanted:

NEVERMIND!!!! STUPID HYSTERESIS!!!! I was testing all these at a few minutes apart but the hysteresis kept it from coming on. I shrunk that down to a minute and tested and it worked perfectly. Wow. I appreciate your help. Feel kinda stupid that I had this all set up before and just now figured out it was that... SOLVED THANKS SO MUCH
