I've recently notice that one of my black clowns has bulging, swollen eyes, as if he had gotten punched in both eyes! What is going on? Please help.

Are the eyes cloudy at all or just "popped out"?

Safe bet would be to treat with antibiotics in a QT. Either Kanaplex or Furan-2. However, there's a chance this could just be swelling and not an actual infection, so you could try dosing Epsom salt (1 tablespoon per 5 gals). This is a "reef safe" remedy.

If I do Epsom salt, it can straight into my tank without harming anything else (other fish, inverts and corals)? Would I just dump the salt in the tank? Mix and dissolve with tank water/RODI water before hand?

I would mix it in a jug or container, and then slowly pour it into a high flow area of the tank. Sump would be ideal.

What species? If it is an A. ploymnus it is fairly common for some reason.
