Is the damaged area going to be in water? If so have it professionally repaired or be very careful.

If it was me doing it and there was no bare wire showing I wouldn't worry about it.

If you want to heat shrink it you will need to use a piece that will fit over the plug end and shrink down to the size of the wire. They do make heat shrinks that will shrink down to a small diameter from a large one. Heat shrink is also made from different materials and I am not sure what is safe for tanks and what isn't.

If you want to seal the damaged area you can get a double walled heat shrink that will have an adhesive type of material that will melt and seal.

If there is bare wire showing and you want to do the fix yourself I would cut out the damaged wire then splice it back together and heat shrink over the splice.
