So l know this is freshwater but my green spot puffer has fuzz stuff on fins and eye I’ve been treating it with ick medicine does anyone know what to do?
 
Need pictures of your puffer. Also provide a video if you can (post it as a youtube link)

Like mentioned, it’s impossible to tell without a picture/video. White fuzz sounds more like a fungal or bacterial infection, unless it’s very advanced ich.
If ich, salt is generally the best treatment for freshwater ich. Raising salinity to about 1.003 does the trick (table salt works, but so would reef salt). GSP naturally live in saltwater as adults, so raising the salinity wouldn’t be a bad thing anyway.

So he keeps darting of and I was by the thank for a hour I can’t even get a pic of his eye
 
It’s top fin brand I had it lying around

Top Fin contains D-Limonene, Gentian Violet, and Capsaicin. None of those are super effective. Gentian violet is like malachite green. D-Limonene is from citrus and Capsascin is from peppers.
