Can someone tell me what is this fuzzy stuff growing on my new rovks

Yes the Rock is cured. tank had been running with nothing in it for 4 months. Was carbon dosing and stopped cause po was 0 and nitrates were 0 then this happened
 
I need an image with less blue. A couple ID's come to mind but nothing definitive without a clearer image sorry.

How long ago did you stop the carbon dosing? My first guess would be that it is bacterial secondary to carbon dosing. Only a guess though.
 
Thank you for your help. I stopped dosing about a week ago to elevate some nutrients since everything was dead 0. This fuzzy stuff appeared right after. I'll try to get a clearer pic
