How do you make a non-reef safe object reef safe

I'm playing around with ideas for a non-traditional aquascape. I want to put a sword or buddha or something in a reef tank. Hear me out. If I coated it in epoxy to seal it, then did a another layer of epoxy and dredged it in sand, would stuff grow on it?

Besides epoxy, what could seal it up?
