Im interested in buying an used tank, whats the best way to clean the tank? It smells like an ocean

There are lots of gunk on the glass, whats the best way of making it crystal clear again?

I would fill the tank with fresh water and a depending on the size of the tank 1-10 gallons of white vinegar. Let it sit over night. This will dissolve the calcareous algae as well as leak test the tank.

after filling and washing w/ vinegar and fresh water - how would you know to rinse it enough so there is no more vinegar left for filling it w/ salt water?

I would just do a quick rinse with a hose. Then let it sit for a day or two and I doubt you would have anything to worry about.
