How to control red algae

Hello everyone,
I seem to be having problems controlling growth of hair algae and cyanobacteria.
I cleaned my tank yesterday and it just grows back within 10 hours. I tested my water nitrate 20 ppm, phosphate 0.03, PH 8, temperature of the water is 24,5 degrees.
I have two hermit crabs, and 2 astrea snails.
Should i get more CUC and if so any recommendations? Or any other advice that would help maintaining the rapid growth?

To start I would get a bit more flow in there, maybe another powerhead on the other side. Cyano and algae loves low flow and that looks like an amazon powerhead and they are not very efficient.

It is indeed an amazon powerhead, so besides getting a better powerhead what else can i do or get?
 
Turn the lights off. Fish don't need lights. Let your tank develop biodiversity and microfauna for a few months then add corals and lights.
