You’re absolutely correct. Seems a lil a** backwards but that’s how they engineered it.In the video I posted earlier they opened the unit from the back and slid it out.

Looking at that picture you're looking at 4 x 2 lamp ballasts. I would be looking at the neutral, white wire, connection on the power side of the ballast for flicker. If there is a wago or splitter/wire nut that shoots out to channel 2's 3 ballasts check that as well.what does it mean if channel 2 is flickering? How many ballasts control channel 2? For 3 ballasts all to be flickering, this is your first point to rule out

Light designers suck.I removed the fans. Now it’s time to unscrew it. I’ll post pictures when I open it up.
