You can buy one on a variety of websites including saltwateraquarium.com and amazon. I have one and it works pretty well. The pump is loud for such a small pump. It can also be sensitive and overflow when making changes to filter media which can obviously be rectified by simply turning the skimmer off for an hour when performing routine maintenance.

Your probably referring to the Nano. We're referring to the Neo. It's smaller.

I had a nano and it was great other than the pump as well. Was like $30 for each new mini air pump too..

Those Red Starfish skimmers seem to be lookalikes of the Icecap Neo, which lacks the Nano's water level controller. The pump on the Starfish is also different from that on the Nano, and the dimensions are somewhat different, as well.

I went ahead and bought a Nano for my Evo 13.5. It works fairly well, and draws much more skimmate than the PS/2 ever did. It's certainly one of the better nano skimmers I've seen.

Mine didn’t have a manual either. I’m winging it as well. I have mine in the second chamber of a Fluval evo. So far so good. It’s a new tank so my skim has been yellowish.
Is there any way to control the water and airflow?
