Looks like a type of Acanthurus, probably a juvenile Blue Atlantic Tang which are yellow and than turn into blue.

It looks to me like a baby squaretail bristletooth, Ctenochaetus truncatus.

It’s a baby Ctenochaetus species however they all look rather identical as juveniles so a clearer photo will be best to help us tell it’s ID.
