Is it okay to shut controllable pump on/off or should they be ramped up/down?

By the DIN connector, no problem, off and on generally leads to more calcium deposits though so more frequent cleaning will be needed vs slow to fast. If you are switching the power supply off and on, premature power supply failure is probable, instead of about 4-5 years it will last half that or less.
