Is my Banggia Cardinal Blind?

Mr Weirdo developed popeye in one eye last week. The next day his eyes were back to normal size, except now they looked cloudy. Before this, he was pretty active and always first in line when it came time for feeding. Now he mostly stays in one spot and doesn't go after food when it's dropped the tank. I've seen him eat once when a piece of food happened to float right in front of his face. It seems like he can't see the food. Can he be blind. I'm worried about him starving. Here's a short video from last Friday.

Mine contantly injured at least one eye and eventually lost it. They are inactive as you may notice during the day and more active at evening and night. They tend to get injured during the day.
Treat in separate tank with maracyn as pictured below for at least 5 days with added aeration using an airstone
