Lately my duncan hasn't been opening like it normally does, it looks kind of deformed when it does, and it's getting these white spots on it now, as shown. Is this indicative of some type of coral disease?

Does it appear to have tissue around the stem? Typically green.

I just now did some water testing and my Alkalinity is sky-high at 12.3, and my magnesium is low at 1280, trying to balance that out with some mag dosing. Not sure how that happened. Nitrates and calcium are where they should be. It's not affecting any other coral, which is weird. Maybe the alk has nothing to do with it.

You should be ok, it will take some time to see how the high Alk effected your tank.
