It is.

And an advanced one at that.

If you have an antibacterial or anti infection dip around, try that, but it might be too far gone

Yes, and it is to far gone. I would remove it so it doesn’t spread and treat the tank with cipro as a precaution. Keep some on hand so if it happens again, treating with cipro early will save the coral.

The parameters look fine, but I would have started the frag down on the bottom with low flow and have it acclimate up to higher light

First it will start looking unhappy and then the jelly starts showing up and that’s when you have to act fast with Cipro. It has a distinct disgusting smell, you’ll know it when you smell it.

Also, I would not blame your husbandry too much.

Torches are so much more prone to BJD than other Fimbriaphyllia like Hammers or Frogspawns. Sometimes it just happens.

One reason it's the one coral I actively avoid...

I would use a turkey baster to remove most of the gunk very carefully before trying to move that frag. This stuff spreads very quickly in aquaria.

I would also start running UV continuously and dose a little bit of hydrogen peroxide a few times a day

saw that. Address the phos.
Some ways are adding ChemiPure blue to sump, or daily water changes of 2-3 gallons per day for 2 weeks
Reduce amount fed slightly and avoid tap water if used
