Is so does it have a name? It is blue with yellow tips.

VERY difficult to tell under blue lighting. please look to provide pictures under white light for better answers.

going off your description, it could be a poletti yellow tip austera as i do notice a tinge of green in certain areas.
 
i upped the white. I don’t see the green. Thats more of a reddish purple

No idea… most torts are named but I can’t tell from your pictures.. blue, purple and green are Cali or miyagi, deep blue is Oregon,… yours has white tips or burnt tips I can’t tell exactly.. Becker is blue and purple etc etc.
