I see fin damage/nipping and what looks to be viral issue called lymphocystis which is not parasitic and will go away on its own. Lympho is a condition and not disease and Often its associated with water quality issue as simple as elevated ammonia or nitrate and can be that of water from LFS and not yours. Assure to provide Good water quality monitored by a reliable test kit and feed nutritious food with fats such as LRS fish or Herbivore frenzy, krill and chopped clam.Just bought this porpupine puffer wonder if this ich or just something else

Yes when I got him his fin was like that he was on their display tank so I guess no copper but usually when they put it in dt I'm sure because they already qt itI don't see any definitive ich, but as said, the video is too blue. I do see various signs of fin damage, did the fish arrive to you with those?
The trouble with porcupines is they very often do develop ich. Watch for white spots on the clear portions of the fins, that's where it is easiest to see ich on this species.
