Is this normal?

I’ve got a pair of clowns that I’ve had in my tank a few weeks. Initially the female clown was in and out of the nem all day and the male only went in the nem to sleep.

The last couple of days both of them go in the nem during the day but the male keeps going into the nem and laying completely horizontal and not moving. It will then go for a swim and come back and do the same thing.

 
That BTA needs to grow a bit for the two clowns.
 
That behavior looks totally normal. I agree with @OrionN that the nem should ideally be bigger to house the clowns. Consider feeding it, or more frequently if you're already feeding it.

I’m not feeding it currently as I’m trying to get my phos levels down, I’m already using a gfo. What would you suggest feeding?.
