Keeping life in a quarantine tank

so you have a quarantine/hospital tank on standby, just empty waiting for fish new or old what keeps it cycled? You are now not adding ammonia (unless you just dose the whole time?) do you do water changes at regular intervals even with no fish? What is the process here? And how do you maintain a lifeless tank?

You can do it either way. You can leave a fish or two in there, you can ghost feed if there's no fish to keep it cycled, or you can restart it every time
If you were to leave fish in there how would you handle treating the tank in the case of needing to use it as a hospital, isn’t treating healthy fish risky? Do you just move them to the display?
