You will get some green water when you first set things up but with a good plant population they will soon overpower any algae outbreaks. If you visit any pond garden center I'm sure someone there can recommend your best options in filters. I like a waterfall to keep some surface agitation and add some gentle sounds. Just keep in mind, ponds are just like reef tanks. You can throw a fortune at them or keep it simple. Often with the same results.

Do you not have a surface skimmer to get rid of any debris that falls in the pond?

One challenge I have come across is that it seems like a bottom drain is pretty important and it might be difficult to get a bottom drain installed in an already made fountain.

I do not have a bottom drain and am not sure why you need one. An over sized hose siphoning water out can serve the same purpose. I also suck out any leaves and sludge that may be on the bottom.
