Is this the right spray paint that's safe to use under the water line?

According to Krylon, none of their products are reef safe at all....others have used it below the water line, but I personally would not.

I use it below water line but waited a week after spraying for it to offgas and cure, coraline and algae has grown on it with no sign of chipping off. Don't use plasti-dip that stuff does come off
