I have a cheap led where the center row of leds will light up but the top and bottom don’t light up. I have a multi meter and experience soldering but not sure how to go about troubleshooting. Can anyone help?

Typically these are built on a x diodes in series, y groups in parallel.
As such usually a group will fail.
Having the entire channel go is err unusual.

Note diagram doesn't show terminating resistors for current control.

You have 2 channels it looks like 1 white one blue
Light looks to be more a planted tank light.
Way more white than blue
